ELECTRONIC PRISON AND ITS IMPACT ON THE NIGERIAN PRISONS



ABSTRACT

Electronic prison system has become a vital unit in the heart of the world s security development and reduction of crime today. Prisons are now beginning to see the usefulness of e-prison and hence the traditional prison system is being relieved of some of its setbacks. This project looks at e-prison , first relating it to the concept of decongestion and reduction of prisoners and prison crimes respectively. E-prison on its own has a lot of branches, this work discusses some of these branches, analyzing them in terms of their inputs, processing and outputs and lastly, the implement of a system which can effectively illustrate some of the concepts of electronic prison.


INTRODUCTION

The prison management problem in Nigeria is one which has attracted much attention of government, human right group, civil liberties organizations and at large the International society, specifically because of the poor security level and Prisoners who escape from prisons cannot be traced or identified again. Suspects have to wait in prison for years for their cases to be taken to court. Two thirds of all the prisoners in Nigeria have not been convicted, because their files have been misplaced or lost. The prison reform group says that in the year that just ended there have been at least more than five prison escapes without trace or identification of the prisoner(s). The decongestion of the prison is the biggest challenge facing the prison system. Even if the government does succeed in reducing the over-crowding in the prisons, it still needs to address the failures of justice as a result of lack of appropriate transfer and communication of data from the police, DPP (Director of public persecution), courts and prisons, this has allowed thousands of Nigerians to be in prisons for years without trial. This is often referred to as lack of E-prison management. With the introduction of the computerized system into prison management this should go a long way as to help in the security and decongestion of prisons.


PROBLEM OF STUDY

For a very long time now, there has been an increase in the application of advanced computer and communication technologies to the age-old problem, which is affecting prison system. Our society is approaching the era when electronic system will largely replace our daily activities. The introduction of electronic prison system will appear to reveal revolutionary changes in traditional prison system, delay in justice and the quick releases of innocent prisoners. Prior to this study we introduce the concept Electronic Prison . Electronic prisons, also known as e-prisons are the transfer and processing of prisoners data over the internet. E-prisons encompasses much wider activities for example secure electronic transfer of sensitive information, case file and the quick processing of case file for quick justice and finally the security of the prisons.


SCOPE OF STUDY

The scope of this study is limited to the design and implementation of an electronic prison system for the Nigerian prisons.
