java code for packet filtering

I have to perform pacet filtering in network layer..

At sender side i have encrypt the data and also ip address..
and then i have to transfer it in the routers.. later on i have to decrypt the data and ip address at the firewall..

For this ip encryption i am using blowfish algorithm..

please help me regarding this project in coding process..
