A Voice mail system user has an added benefit over other email systems because it provides an option for the user to read his mails aloud that are in their understandable language, reducing his strain.

Thus reliance of visually impaired on other people for their activities related to mail can be reduced. Dictation using speech recognition could potentially serve as an efficient input method for mailing devices for blind.

Outdoor communication is becoming a harder task for blind and visually impaired people in the complex urban world.

Advances in technology are causing the blind to fall behind, sometimes even putting their lives at risk.

Lot of confidential and urgent information are exchanged over e-mails in today s time. This puts the visually impaired people at a certain disadvantage.

EXISTING SYSTEM
Audio feedback based virtual environment like, the screen readers have helped Blind people to access internet applications. Voice recognition systems have been deployed in desktops and smartphones. Making calls, opening apps within phones are some important implications of it.

Voice enabled search (by Google and various others) is also an existing application of speech synthesizing.Asking for directions while driving and hearing the response through speech synthesis illustrates how practical "hands-free" applications can be to mobile users.

Designing a Voice Mail system architecture.

The speech synthesis embedded in Voice mail system can read aloud any written text, avoiding eye strain and save time, reading on the computer. This is a web based system developed using HTML and java. It can be employed as an aid for the people who suffer with visual impairment.

Developed speech recognition system target to be run on any platform which comprises the JavaRuntime Environment (JRE). For running this application user should add Java Speech API library set for the system. Also there should be some storage mechanism which will describe in detail on the design document.

LITERATURE SURVEY
The advancement in computer based accessible systems has opened up many avenues for the visually impaired across a wide majority of the globe. Audio feedback based virtual environment like, the screen readers have helped Blind people to access internet applications immensely.

However, a large section of visually impaired people in different countries in particular, the Indian sub-continent could not benefit much from such systems. This was primarily due to the difference in the technology required for Indian languages compared to those corresponding to other popular languages of the world.

Abstract:
In today s world communication has become so easy due to integration of communication technologies with
internet. However the visually challenged people find it very difficult to utilize this technology because of the fact that
using them requires visual perception. Even though many new advancements have been implemented to help them use
the computers efficiently no na ve user who is visually challenged can use this technology as efficiently as a normal
na ve user can do that is unlike normal users they require some practice for using the available technologies. This paper
aims at developing an email system that will help even a na ve visually impaired person to use the services for
communication without previous training. The system will not let the user make use of keyboard instead will work only
on mouse operation and speech conversion to text. Also this system can be used by any normal person also for example
the one who is not able to read. The system is completely based on interactive voice response which will make it user
friendly and efficient to use.

INTRODUCTION
Internet is considered as a major storehouse of
information in today s world. No single work can be done
without the help of it. It has even become one of the de
facto methods used in communication. And out of all
methods available email is one of the most common forms
of communication especially in the business world. [4]
However not all people can use the internet. This is
because in order to access the internet you would need to
know what is written on the screen. If that is not visible it
is of no use.[2] This makes internet a completely useless
technology for the visually impaired and illiterate people.
Even the systems that are available currently like the
screen readers TTS and ASR [1] do not provide full
efficiency to the blind people so as to use the internet. As
nearly 285 million people worldwide are estimated
visually impaired it become necessary to make internet
facilities for communication usable for them also.[5]
Therefore we have come up with this project in which we
will be developing a voice based email system which will
aid the visually impaired people who are naive to
computer systems to use email facilities in a hassle free
manner. The users of this system would not need to have
any basic information regarding keyboard shortcuts or
where the keys are located. All functions are based on
simple mouse click operations making it very easy for any
type of user to use this system.
Also the user need not worry about remembering which
mouse click operation he/she needs to perform in order to
avail a given service as the system itself will be prompting
them as to which click will provide them with what
operations.

4. DESIGN AND IMPLEMENTATION This project is designed using some set of APIs. SNMTP(Simple Network Mail Transmission Protocol) has been used for mailing servicing. Voice Typing and Dictation Speech Interaction Models are designed using the Windows 7 LVCSR dictation engine.
5. In order to control speech accuracy, we turned off the (default) MLLR acoustic adaptation. Error Correction Methods are implemented using the Windows 7 API s and Windows Presentation Foundation (WPF).

A decisive role can be played by communication in promoting human development in today's new climate of social change and of all the different communication technologies available, email is considered as one of the most pervasive forms of communication. However all these technologies can be of no use to the people who are visually impaired as all activities that can be performed on the computer are based on visual perception. 285 million people are estimated to be visually impaired worldwide: 39 million are blind and 246 have low vision[1]. Therefore it becomes necessary to make available internet facilities for communication for them also. This paper aims to develop voice based email system for visually challenged people to use email system as efficiently as normal user. The system will not let the user to make the use of keyboard instead will work on speech to text conversion and vice-versa. The complete system is based on Text-to-speech and Speech-to-
text API s.

In today's information age, computer has become an integral part of our daily life. Much of the communication takes place through the internet. Internet is considered as a major storage of information.
