The 'preamble' to the Constitution of India is a brief introductory statement that sets out the guiding purpose and principles of the document, and it indicates the source from which the document which derives its authority, meaning, the people.[1] The hopes and aspiration of the people as well as the ideals before our nation are described in the preamble in clear cut words. It may be considered as the soul of Constitution. The preamble can be referred to as the preface which highlights the essence of the entire Constitution. It was adopted on 26 November 1949 by the Constituent Assembly and came into effect from 26th January, 1950.

The Malayalam version of the Constitution of India is proving to be a big success, if the indications available are to be believed.

It is an irony that the Constitution, which was published in 1950, had to wait over 50 years to be translated into Malayalam.

The Official Language (Legislative) Commission published the Malayalam version of the Constitution for the first time one-and-a-half years ago.

The Commission is under the administrative control of the Law Secretariat of the State Government. Before that the only version available was a concise volume prepared by M.V.Pailee.

Within the one-and-a-half years of its publication, the Commission could so far sell around 1,750 copies of the total 3,000 copies printed.

This is commendable considering the fact that the Commission could not undertake any advertisement campaign for the publication as it was against the Government policy.

The book, worth Rs 125, is sold at Rs 100. The Commission has made arrangements for sending the books by Speed Post for those who required it.

The postage for one copy of the Constitution is Rs 24. This rate is applicable for a distance of 1,000 kms.

The customers from other States have to ascertain the postage rates from the Commission's Office before sending the money order. For this purpose one has to contact the Commission at the address T.C.31/183, Moonumukku, Pettah P.O., Thiruvananthapuram - 695 024.

The Malayalam version of the Constitution of India, is updated up to the amendments made till January 31, 2000.

Commission Secretary T.Vijayakumar told Express that the publication was unique as the decision to print the Constitution in Malayalam was on the basis of an order issued by the President of India.

The Commission is the only institution in the State which has the exclusive authority to publish the Central Acts into Malayalam, he said.

Vijayakumar said that the book was published with the English original and its Malayalam translation on alternate pages.
