replacement of fine aggregate with wooden powder

The fine aggregate is to be replaced with wooden powder and waste plastic. Two separate concrete blocks are to be made with and without the replacement of waste materials. Initially 10 - 15% of waste material has to be replaced and the two blocks are attempted for the crushing load. Based on the results the wastage content will be increased. Now the problem is that, if we can't get such a better result, we can't understand how to go ahead and how to collect the waste materials and if in case is there any chance of replacing any other material. Can you explain the properties of waste materials those can be replaced with sand and which satisfy the properties of sand.
