Sashastra Seema Bal or SSB, in English the Armed Border Force (rarely translated into English in Indian usage) (Devan gar : ) is one of India's Central Armed Police Forces. It is currently under the administrative control of the Ministry of Home Affairs (MHA), Government of India. It was formerly known as the Special Service Bureau.
History
The Special Service Bureau (also abbreviated SSB) was set up in early 20 December 1963, following the Sino-Indian War. The primary task of the force was to provide armed support for the Research and Analysis Wing (RAW),[1] India's foreign intelligence agency, with a secondary objective to inculcate feelings of national belonging in the border population and assist them in developing their capabilities for resistance through a continuous process of motivation, training, development, welfare programmes and activities in the then NEFA, North Assam (the northern areas of the Indian state of Assam), North Bengal (the northern areas of the Indian State of West Bengal) and the hills of Uttar Pradesh, Himachal Pradesh and Ladakh. The programme was later extended to Manipur, Tripura, Jammu in 1965; Meghalaya in 1975; Sikkim in 1976; the border areas of Rajasthan and Gujarat in 1989; Manipur, Mizoram and further areas of Rajasthan as well as Gujarat in 1988; South Bengal (the southern areas of West Bengal); Nagaland in 1989; and the Nubra Valley, Rajouri and the Poonch district of Jammu and Kashmir in 1991.[2]

Its primary purpose was to counter an act of aggression by the People's Liberation Army. The previous thinking had been that, militarily, the Chinese were "superior" to India and in the event of a war, the Chinese might attempt to overwhelm Indian forces. So, in 1963, a unique force was created, which would, in the event of such an attempt by the Chinese to invade and occupy Indian territory, merge with the border population, donning civilian attire, working a parallel administration and carry out the war of India with the help of guerrilla tactics.[3]

The SSB model proved an enormous success, evident by what it had achieved in training the Mukti Bahini in Bangladesh and other places, COIN Op's in the north-east and in its ability to provide security at high peaks during the Indo-Pakistani War of 1971 as well as during the Kargil War.

From the Cabinet, the SSB was transferred to the Ministry of Home Affairs and assigned the duties of manning the Nepal and Bhutan borders. The SSB was renamed the Sashastra Seema Bal, in accordance with its new role, and would come under the administrative control of the Ministry of Home Affairs in January 2001. This was done after the Kargil War with the adoption of the "one border one force concept".

In the 40 years of its existence, SSB endeavoured to present a benign face of the government among border populace in the far flung and inaccessible areas subscribing to the ETHOS of Service, Security and Brotherhood. The local populace always found SSB standing steadfastly with them during difficult times.[4]

Pursuant to the recommendations of a group of ministers on reforming the national security system, SSB was declared as a Border Guarding Force and Lead Intelligence Agency (LIA) for Indo-Nepal border (June, 2001) and assigned the task of guarding the 1751 km long Indo-Nepal border along the states of Uttarakhand, (263.7 km with 3 districts), Uttar Pradesh (599.3 km with 7 districts), Bihar (800.4 km with 7 districts), West Bengal (105.6 km with 1 district) and Sikkim (99 km). In March 2004, SSB was assigned the task of guarding the 699 km stretch of Indo-Bhutan border along the states of Sikkim- (32 km), West Bengal (183 km with 2 districts), Assam (267 km with 4 districts) and, Arunachal Pradesh (217 km with 2 districts).[5] Since then SSB was re-christened into Sashastra Seema Bal and reached new heights. SSB is the first border guarding force that has decided to recruit women battalions. It is doing excellent job as Border Guarding Force on Indo-Nepal and Indo-Bhutan Border.

SSB is also engaged in Counter-Insurgency operations in Jammu and Kashmir and Anti-naxal operations in Jharkhand, Bihar and Chhattisgarh. It is also performing internal security duties i.e. Election duties and law and order duties in different parts of India.

SSB celebrated the year 2013 as Golden Jubilee year marking 50 years of its raising. The celebrations have commenced with the Flag-off of a Mount Everest Expedition on 2 April 2013 from Delhi. The team led by Shri Somit Joshi, Commandant, successfully reached at the peak at about 9.45 am on 21 May 2013 to commemorate the 50th anniversary.

In 2014 the government of India approved the recruitment of women as combat officers in SSB.

In the wake of the Chinese conflict in 1962, it was felt that the borders of the country could not be protected with the force of rifles alone. It required the backing and resolute will of a committed border population. In addition, it needed an in-depth understanding and familiarity of the terrain as well as the culture and ethos of the border population. A need was, therefore, realized for the creation of a unique, unconventional yet specialized organization, which would function in the far, flung, vulnerable, strategic, remote, climatically and topographically difficult border areas and motivate the border population across several states towards the cause of protecting our national sovereignty.



The Special Service Bureau (now Sashastra Seema Bal) was thus conceived in November 1962 and eventually created in March 1963 with the sole objective of achieving Total security preparedness in the remote border areas for performing a stay-behind role in the event of a war. SSB was started in North Assam, North Bengal, hill districts of Uttar Pradesh (now Uttarakhand), Himachal Pradesh, part of Punjab and Ladakh area of J&K. Shri B N Mullik took over as the first founder Director of Special Service Bureau and led the force from the front as the initial years were fraught with apprehensions on the prospects of another Chinese attack. The magnitude of responsibilities was such that each officer had to be constantly reassured of the value of his work in his own area of responsibility, so as to retain the motivation to continue to work towards the national objective, undeterred by the resistance encountered and the invisibility of the impact of the hard work put in. However, the appropriate support and cooperation came from the successive PMs, Dy PMs, Governors, CMs, etc., which bolstered the endeavours and morale of the SSB officers and staff, immensely.









Later, the jurisdiction of SSB was extended to Manipur, Tripura and Jammu (1965), Meghalaya (1975), Sikkim (1976), Rajasthan (1985), South Bengal, Nagaland and Mizoram (1989). Its area of coverage included 15 states. SSB in the erstwhile role was covering a population of more than 5.73 crores living in about 80,000 villages and about 9917 Kms of India s international borders.



The area covered by SSB was distributed into 10 SSB Divisions, each headed by a Divisional Commissioner, 49 Areas headed by Area Organisers, 117 Sub Areas headed by Sub Area Organisers and 287 Circles headed by Circle Organisers. These units were key centres, coordinating and supervising all activities to fulfill their respective obligations. It also had 25 battalions of combatised personnel that provided arms training to volunteers who formed the core of the armed village resistance, in case of another war. These personnel were spread out across 32 Group Centres, 14 Training Centres and 3 Storage Depots. Training Schools were set up in various parts of the country starting with Frontier Administrative Officers Training Centre at Mahabaleshwar in October, 1963. Besides this, one Group Leaders Training School was opened in Gwaldam (then a part of Uttar Pradesh, now Uttarakhand).Two Advanced Training Schools were started for volunteers in Sarahan (HP) and Haflong (Assam). A High Altitude Training Centre was set up in Didihat, which was later shifted to Frontier Academy Gwaldam where a dedicated Mountaineering wing still conducts various rock climbing, snow survival and mountaineering courses. By 1990, SSB had seven Major Training Centres and seven Women s Advanced Training Schools. Training was imparted to the population in the border areas of HP, Punjab, part of J&K, UP, North Assam, North Bengal and South Bengal and NEFA region.



Since 1963, the main thrust of the SSB was on generating a sense of national belonging, security and vigilance. Village Level Training Programmes and Refresher Training Courses in civil defence were started to train villagers to defend their own villages and if the situation demanded, to participate in a stay behind role for the nation. Villagers were trained in the use of small arms and the art of self defence to develop a spirit of resistance. In early 1970s we also started National Integration Programmes in a big way. All these bore fruit slowly but surely. However, the rifle training was a big draw and brought lakhs of people into our fold. The trained volunteers became the eyes and ears of SSB, on the border and could be drawn on whenever required. As a result the number of Chinese intelligencers prodding our border reduced considerably.

Introduction

Sashastra Seema Bal was established as Special Service Bureau in May 1963, in the aftermath of the Chinese aggression (in 1962). Sashastra Seema Bal came under aegis of the Ministry of Home Affairs (Jan 2001). SSB was declared a Lead Intelligence Agency for Indo Nepal (June 2001) and assigned the Indo Nepal border. Later, SSB was also assigned Indo Bhutan border (March 2004). In March 2004, SSB received the President s Colours (March 2004) in recognition of the keystone role in national security, since its inception.

The Charter

The Force's charter of responsibility is to promote a sense of security among the people living in the border areas; prevent trans border crimes and unauthorized entry into or exit from Indian territory; and to prevent smuggling and other illegal activities on our frontiers. The Force personnel are vested with various powers under the Criminal Procedure Code to facilitate border guarding and internal security duties.

Force Structure

SSB has its Force Headquarters at New Delhi and three Frontier Headquarters at Lucknow, Patna and Guwahati. Frontier Lucknow has three Sector Headquarters at Raniket, Lakhimpur kheri and Gorakpur. Patna Frontier has Muzzafarpur, Purnea and Ranidanga Sectors Headquarters. Guwahati Frontier has two Sector Headquarters at Tezpur and Bongaingaon. SSB has 55,000 personnel in 41 battalions and is spread out on Indo Nepal and Indo Bhutan borders across the states of Uttarakhand, Uttar Pradesh, Bihar, West Bengal, Sikkim, Assam and Arunachal Pradesh.

History

Guided by its motto of Service, Security and Brotherhood, SSB personnel sagaciously went about nation building works with missionary zeal by involving millions of people from various communities and religions in 78,000 villages across fifteen Border States. Soon, SSB became popular as a Peoples Force . Several Prime Ministers, Governors, Chief Ministers, Central and State Ministers and appreciated the pioneering works we did in mobilizing millions of border people for the national cause and converting them into proactive citizens willing to physically protect the sovereignty and integrity of the Nation. The Civic Action, empowerment, emancipation, awareness generation works, rescue relief works in has put SSB in a unique place amongst the comity of the Paramilitary forces.

Our sterling role in 1965 and 1971 Wars, 1968 floods in North Bengal, IPKF Operations in 1987, internal security operations, natural calamities, election duties, raising the NSG, raising the Mahila Battalion for CRPF, providing specialized training for IB and RAW personnel, our relief works after the Super Cyclone hit Orissa and when the Koshi river swamped Northern Bihar, earthquakes hit latur, Bhuj and Uttarakhand, our performance in Police Duty Meets, national and international tournaments all puts SSB on an enviable pedestal of superiority.

Role of Sashastra Seema Bal

After the Kargil war, the K. Subramanayam Committee s Report was considered by a Group of Ministers for relocation of all Para-military forces to achieve optimum efficiency by assigning one border for each force. SSB was declared as a Border Guarding Force in 15th January, 2001 under the Ministry of Home Affairs and renamed as "Sashastra Seema Bal" on 15th December, 2003. On 19 June, 2001 SSB was given the mandate to guard the Indo-Nepal Border (1751 Kms.) and was declared the Lead Intelligence Agency for that area. The added responsibility of guarding Indo - Bhutan Border was given to SSB on 12th March, 2004 along with being declared the Lead Intelligence Agency for that border.

The greatest moment of pride for the Organization came on 27th March, 2004 when it was awarded the President s Colour. SSB also got the consent of the President of India, Smt Pratibha Devi Singh Patil on 20th December, 2007 for the SSB Act and Rule. A commemorative Cover (2007) and a Stamp were released by the Indian Postal Department on the occasion of SSBs Golden Jubilee Celebrations on 29th November, 2013.

SSB is now spread along the International border across Uttarakhand, UP, Bihar, West Bengal, Sikkim, Assam and Arunachal Pradesh. SSB s present charter of duties is to:

i.
Safeguard the security of assigned borders of India and promote sense of security among the people living in border areas.
ii.
Prevent trans-border crimes, smuggling and any other illegal activities.
ii.
Prevent unauthorized entry into or exit from the territory of India.
iv.
Carry out civic action programme in the area of responsibility.
v.
Perform any other duty assigned by the Central Government.(SSB is being deployed for Law & Order, Counter Insurgency Operations and Election duty)
The challenges of manning the open border are more daunting than securing a closed border. The 2450 kms long Indo- Nepal and Indo- Bhutan border is more challenging because the open border not only provides alluring encouragement to traffickers and smugglers but, also offers huge opportunities for militants/ ANEs trained on foreign soil to infiltrate and pose a serious threat to national security. It is extremely difficult to seal the entire border effectively owing to its porosity and visa free regime on one hand and social economic and cultural relationship of bordering countries on the other, but SSB, by virtue of its enormous past experience of working at grassroot level in remote areas, is able to muster people s support and cooperation besides physically guarding the border and maintaining its sanctity.

The transition of Special Service Bureau as an organization to Sashastra Seema Bal as a force has been very smooth, effective and is expected to have the desired impact on the security scenario on Indo-Nepal and Indo-Bhutan borders.
