circuit diagram for unidirectional visitor counter

Logic-Infrared sensors are used to detect the visitor. The Rx IR sensor keeps receiving the signal from the Tx IR sensor unless there is no obstacle between them. when a visitor passes by then the signal between the sensors get cut for a moment. When this happens then the device is made to increase its count by one.

I have a problem when connecting the bcd counter to the bcd decoder and then to the 7-segement display all the sequence is correct except it is missing 2 and 8. Ps i tested the counter on LEDs and the 7-segment and decoder entering analog input and both worked fine. So what can be the problem?
