The concept of smart cards has been tried out in Puducherry, where about 3.5 lakh conventional cards are in use. According to an official of the Union Territory, smart cards have been issued to most of the cardholders. He explains that when a smart card holder goes to a fair price shop, officials would examine the card for authentication by inserting it into a machine. The details of all the members of the family will also get reflected on the machine.

As a prelude to the launch of the system in Tamil Nadu, the Civil Supplies Department has to choose an organisation for systems integration . The firm, on its own or in partnership with others, will handle data processing, network operations for all fair price shops across the State, production of smart cards and provision of devices to the shops. The company will use the data of the Census Department about the beneficiaries. The selection of such a firm will be done through tendering. The government s approval is awaited for floating bids.

To ensure that the data do not suffer from any infirmity, the administration has decided to use biometric data, as captured and compiled by the Census Directorate for the National Population Register (NPR). In the case of Tamil Nadu, what comes handy is that the census authorities have been carrying out enrolment operations, using household as an essential unit. Since this methodology suits the requirements of civil supplies officials for issuing cards, the government has chosen to rely on the data being prepared by the census officials.

The poverty lines are regularly defined by the Planning Commission of India based on data collection and analysis from various sources.
