The Personnel Department is one of the key departments of South Central Railway, entrusted with the task of human resources development. Personnel Department is the vital page link in SCR s journey into the future as a modern, customer friendly organization, functioning through Headquarters at Secunderabad and six divisional organizations at Vijayawada, Guntur, Guntakal, Secunderabad, Hyderabad and Nanded.

Computerisation

The Personnel Department, moving towards modernization, transparency in functioning,
deliver promptly and effective service to its internal customers who are none other than the
employees of the railway itself, has computerised its various activities.
The salary payments of all the employees throughout the railway have been computerised.
The computerised payslips given to the employees show details of pay, allowances, deductions,
leave balance, increment due date etc.
The Personnel Department at Headquaters, Divisions and other units of the railway has
computerised different activities like , seniority lists of the employees, handling of the
grievances of the employees, details pertaining to the appointments made/being made, pensionary
and terminal benefits of the employees etc.

South Central Railway Women's Welfare Organisation

The South Central Railway Women s Welfare Organisation (SCRWWO) has been formed mainly to
supplement efforts of the Railway Administration in arranging relief to the distressed staff and to extend the assistance to the needy employees and their offspring. Wives of Railway Employees are eligible to become members of this organisation. Various schemes undertaken by SCRWWO inter alia include:

The Personnel Department of Secunderabad Division deals with all aspects of human resource management right from recruitment to post retirement and is headquartered at 4thfloor, Sanchalan Bhavan, Secunderabad. The Personnel Department is dedicated, responsive and sensitive to the needs of the employees. The sanctioned strength of the Personnel Department is 269 and supported by 7 Raj Bhasha staff. Personnel department caters to the needs of 22,069 serving employees of the Division. The various rules and procedures supported by well-built mechanism allows the department to exercise high-end checks on each rupee spent by Railways.From being a friendly critic, it is now evolving into an organ to contain leakage and better internal audit of appropriations to expenditure.Additionally, it is also playing a significant role in increasing non-traditional sources of revenue.

Verification of Service Registers and Leave Accounts of employees due to retire from service on attaining the age of superannuation, on voluntary retirement, compulsory retirement, removal from service/ on dismissal from service and on death and certification of last pay, leave balances i.e., LAP & LHAPand period of non-qualifying service.
On submission of settlement papers along with the Service Registers, Leave Accounts and bills for payment of last salary, leave encashment (EOL) of unutilised LAP/LHAP verification is done with reference to the last pay drawn and qualifying service and Retirement Gratuity/Death Gratuity, Commutation value of Pension, EOL, last salary bill, CGEGIS amounts are passed for payment.
A Pension Payment Order is issued to the pensioner/family pension and the pension paying bank duly authorizing the bank to make payment of pension/family pension as per the details furnished therein.
Verification of WCA proposals and signifying concurrence for lumpsum Ex-Gratia compensation and payment of the same to the beneficiaries.
Verification of Secondary Family Pension proposals and issue of Pension Payment Order

Change in work practice - Implementation of E-recon: It is an online portal for preparing, disposal and reconciliation of transfer transactions both Inter Railway and Intra Railways. It is expected to replace manual, quarterly and annual reconciliation through electronic transfer and ensures speedy settlement of transactions, generation of JV's and related reports while aiding in monitoring of transactions at different levels of management.
Implementation of - IRPSM: ( Indian Railways Projects Sanctions and Management) is a Web-based Application that allows Online creation of proposals, Finance views on the same and forwarding of 'New Works' proposals along with modifications to 'Work in Progress' from Divisions to Zonal Railways and onward to Railway Board for processing and Sanctions of Projects in Railway Board, Zonal Railways/Divisions etc.

Highlights / Events of the Current month

Settlement Cases: 37 Normal retirements and 8 other than normal retirement cases and 69 miscellaneous bills were settled during the month.

Completion Reports: There has been nil accretion and clearance of Completion Report during the month.

Bills Recoverable: An amount of Rs. 6.69 Crs was realized during the month. Thus, the outstanding amount under Bills Recoverable is Rs. 3.46 crores.

Demands Recoverable: The closing balance to end of this month stands at Rs. 97 lakhs(approx.).

South Central Railway was formed on 2nd October, 1966 as the 9th zone of the Indian Railways. In its forty plus years of committed service and path breaking progress, South Central Railway has grown to a modern system of mass transportation fulfilling the aspirations of the passengers/customers and carved a niche for itself in Indian Railways system.

Strategically positioned in the southern peninsula, this dynamic organization with its headquarters at Secunderabad serves the economically vibrant state of Andhra Pradesh, Telangana, Parts of Maharashtra, Madhya Pradesh and Tamil Nadu.

From the days of steam hauled locomotives and wooden plank seats, South Central Railway has come a long way modernizing its system with the state of the art high powered Diesel and Electric Locomotives, high speed telescopic Passenger Coaches, and higher axle load wagons, higher capacity track in all important routes, multiple aspect color light signaling with solid state inter locking, and micro wave & digital communication system etc.


Over the years, South Central Railway has attained sufficient transportation output with adequate infrastructure development and technological upgrading to serve the regions in its jurisdiction. Safe operation of trains, expansion of net work, modern Passenger amenities, Punctuality of trains, courteous service and cleanliness in stations and trains remain always the thrust areas of this Railway. Being a service oriented organization, South Central Railway provided Computerized Passenger Reservation System at 85 Stations/locations covering 96% of the berths available. In the arena of information dissemination to the rail customers, it has provided Inter-active Voice Response System (IVRS) for Reservation and train enquiry, National Train Enquiry System (NTES) for real time information on movement of trains, Passenger Operated Enquiry Terminals (POET) with information on availability of accommodation and confirmation and Close Circuit Television (CCTV) for real time reservation availability status at all important stations in its system.

For mass movement of freight, S.C.Railway has introduced high horse powered Diesel and Electric Locomotives and high speed, higher Axle load Box-N-Wagons. Today, South Central Railway plays a pivotal role as a catalyst for agricultural and industrial development in the Southern peninsula apart from fostering the growth of trade and commerce including import/export through ports by connecting sea ports with their hinder land and inland container depots.

Its reliable and comfortable Passenger Services for long and short distance travel by way introducing many super fast and inter city trains helps transform the society by catering to their personal, business, educational and tourism purposes.

South Central Railway was formed on 02-10-1966 when Hubli and Vijayawada Divisions of Southern Railway and Sholapur and Secunderabad Divisions of Central Railway were carved out and merged into a new Zone. Subsequently, Guntakal Division of Southern Railway was merged with South Central Railway on 02-10-1977 and Sholapur Division was remerged with Central Railway. Secunderabad Division was split into two Divisions viz. Secunderabad and Hyderabad on 17-02-1978. Following re-organisation of zones and Divisions with effect from 01-04-2003, two new Divisions viz., Guntur and Nanded were operationalised duly transferring Hubli Division to newly formed South Western Railway.Presently S.C. Railway has 6 Divisions, viz, Secunderabad, Hyderabad, Vijayawada, Guntakal, Guntur and Nanded. South Central Railway predominantly serves the states of Andhra Pradesh, Telangana and Maharashtra and to a limited extent, portions of Karnataka, Tamilnadu & Madhya Pradesh states.

This became possible due to sustained efforts of erstwhile leaders of Central Railway Mazdoor Sangh and South Central Railway Sangh.

ACHIEVEMENTS
The achievements of the organisation is under the dynamic leadership of
Mr.M. Raghavaiah,General secretary ,are enormous and Railwaymen themselves are aware of the man services being rendered to each and every category of employees.
Sangh have been conducting PNM and other formal meetings by and large regularly. Majority of the issues were settled through discussion.
Sangh has played vital role before the successive Pay Commission on the pay scales and allowances of the staff.
The number of individual and collective problems solved were innumerable and cannot be listed all the Achievement s were possible only due to the ardent faith in leadership and struggle and sacrifices of the Rank and File of the Organisation.
Their tireless work, earned the appreciation of one and all including administration.
The membership and collections have increased manifolds.
Now SCRES entered into 40th year of services the SCRE Sangh will be celebrating its four Decade Services by holding Functions, seminars,Workshops,etc..,involving all sections of employees .With the established machinery combined with seasoned and experienced cadre, the SCRE Sangh would continue to lead the Railway men on right path.

Welcome To SOUTH CENTRAL RAILWAY EMPLOYEES SANGH
The South Central Railway Employee Sangh was formed in October, 1966 as a result of formation of South Central Railway .Since then, SCRE Sangh has been serving the cause of not only the workers, but also the Railway. Then SCRE Sangh emerged as strong Trade on South Central Railway.

With respect to South Central Railway Employees Sangh, it is mentioned that the formation of new zone, necessitated the formation of new organization with affiliation to NFIR and INTUC. And SCRES also participating jointly with ITF for the international activities and seminars. This became possible due to sustained efforts of erstwhile leaders of Central Railway Mazdoor Sangh and South Central Railway Sangh.

ACHIEVEMENTS
The achievements of the organisation is under the dynamic leadership of
Mr.M. Raghavaiah,General secretary ,are enormous and Railwaymen themselves are aware of the man services being rendered to each and every category of employees.
Sangh have been conducting PNM and other formal meetings by and large regularly. Majority of the issues were settled through discussion.
Sangh has played vital role before the successive Pay Commission on the pay scales and allowances of the staff.
The number of individual and collective problems solved were innumerable and cannot be listed all the Achievement s were possible only due to the ardent faith in leadership and struggle and sacrifices of the Rank and File of the Organisation.
Their tireless work, earned the appreciation of one and all including administration.

South Central Railway was formed on 02-10-1966 when Hubli and Vijayawada Divisions of Southern Railway and Sholapur and Secunderabad Divisions of Central Railway were carved out and merged into a new Zone. Subsequently, Guntakal Division of Southern Railway was merged with South Central Railway on 02-10-1977 and Sholapur Division was remerged with Central Railway. Secunderabad Division was split into two Divisions viz. Secunderabad and Hyderabad on 17-02-1978. Following re-organisation of zones and Divisions with effect from 01-04-2003, two new Divisions viz., Guntur and Nanded were operationalised duly transferring Hubli Division to newly formed South Western Railway.

Presently S.C. Railway has 6 Divisions, viz, Secunderabad, Hyderabad, Vijayawada, Guntakal, Guntur and Nanded. South Central Railway predominantly serves the states of Andhra Pradesh, Telangana and Maharashtra and to a limited extent, portions of Karnataka, Tamilnadu & Madhya Pradesh states.
