The past decade has witnessed substantial progress towards the application of low bit rate speech coders to civilian and military communications as well as computer related voice applications. Central to this progress has been the de- velopment of new speech coders capable of producing high quality speech at low data rates. Most of these coders incorporate mechanisms to: synthesize speech using Linear Predictive Coding, represent the spectral properties of speech, pro- vide speech waveform matching, and optimize the coder's perform ....etc

A Design of HDB3 CODEC Based on FPGA

The basic principles and structure of HDB3 was briefly introduced in this paper, and the shortcomings of the existing HDB3 encoder and decoder was analyzed.
