The attached utility is a work I've submitted to the university. It shows what a jpeg compression is all about.The function implements the DCT transform, using a matrix operator. The name JPEG stands for Joint Photographic Experts Group, the name of the committee that created the JPEG standard and JPEG may not be as well suited for line drawings and other textual or iconic graphics, where the sharp contrasts between adjacent pixels can cause noticeable artifacts.
